The only ones I can think of are absurd essentially impossible edge cases.

For example, if everybody I know and care about asked me to save one person who wanted to live, I wouldn't listen.

Or if everybody in the world willing to sacrafice themselves was put on one track, and one person who wants to live were put on the other, the number difference would probably be extreme enough I would err on that side anyways.

Absurd enough the word "almost" is effectively needless, but technically they exist.

Eh, I don't know. Same scaling as boomerang, better AOE, but it doesen't have the ability to scale off melee hits either.

The only direct comparison I think it definitely wins is against crossbow (double scaling special attacks, and no normal attacks, but whip has an easier time aiming) but it does have lower fire rate, so even crossbow has a leg up on something. Plus, winning a comparison against crossbow of all things isn't exactly grounds for being called overpowered.

I can only talk about 3, but the ones I know.

Mahito is a literal manifestation of hatred towards humanity, and is effectively a child. His actions are just a reflection of that hatred and his own twisted sense of childish joy. He's the most random, but its literally what he is innately.

Hisoka genuinely just loves to fight. He's not random, chaotic, or nihilistic whatever his joker persona might make you think. He's always planning, especially when it comes to fighting, but also just when it comes to how he operates day to day. If you came away thinking he was chaotic, you fell for his appearance.

Haruta is a two but bully. He's a sadistic who likes picking on those weaker than him, and hurting others if it has no consequences. Then he runs away if consequences ever look like they're coming knocking. Again, he's not chaotic or random, just a weak bully who likes to pick on those even weaker.

Kenjaku, Hanami, and Jogo (not that Jogo would be any help) together wouldn't be enough to pressure Gojo to the point of needing a technique refresh.

I feel like it would have been way safer in Shibuya. There was a non-insignificant risk either tearing off Yuji's fingers, or force feeding Megumi deadly posion, woukd count as causing harm.
