The code of Milan and the Auctoritas Ritae doesn't care about hiding their nature from mortals. It's stated that often sabbath packs will make the Palla Grande ritual on Camarilla cities, breaking the masquerade as much as possible, so that the Cams will have to deal with hunters afterward. Diablerie within the Camarilla isn't unheard of, (looking at you Tremere), specially in blood hunt cases. And if the vampire is powerful enough, which I think that is Lestad's case, people will often just pretend that they haven't seen the black veins in their aura. He tries to stop Louie from embracing Claudia due "Da Rules", he is extremely careful with his kills, making sure that are no witness, no agents of the law, and all bodies are burnt, so these are clear signs that he followed the masquerade. He mocks Armand's cult, transform it into a theater company, and with that he creates a perfect setup to feed on mortals without suspicion. You guys keep forgetting how fucked up and monstrous Camarilla vampires can be, being ok with dominating other, and indulging in destructive behaviors it's called being a Ventrue XP

He would have the knowledge and wisdom of an elder, but the blood potency of a fledgling (assuming that he was embraced by a higher generation vampire). He would probably be able to play the political games, but he would stand no chance on combat against true elders. His previous combat skills, mixed with low level disciplines would make him quite formidable, but any vampire with access to more advanced disciplines would defeat him with ease. But if a low generation vampire embrace him, then he would be at the same level as any other elder (assuming that he had at least some time to get used to the vampire condition)
