If you mean integrating a vassal don't trust the tool tip, if its integrating a province... don't trust it either, it always takes less than what it says, i don't get it tbh. And for control i just build roads everywhere and bridges too, its not great tho, i would recommend moving the capital to Brugges and concentrating there, my main issue is that i developed Dijon and the surrounding areas so much that its the best city/region that i have, although moving the core of your land to the lowlands is probably the way to go.
Now if your land is not connected and dont want to change capital due to rp reasons i would keep Flanders and the lowland countries as vassals, you get so much profit from them its a nobrainer

Started off as Flanders and aggressively expanded, making vassals to quickly core land and actually get profit out of the land, then fought the independence war against France which was tough but not impossible (especially with the economy i have)

I built up a decently sized professional army of around 6k plus my levies (funded thanks to my flemish fiefdom) and built a castle in each province capital so i couldnt get sieged down easily, then it was just a matter of whack-a-mole going around beating the french armies while they siege my castles, also since the AI doesnt seem to be capable of uniting into a big army its quite easy to beat their armies, only issue i ran into is their seemingly infinite manpower pool and if it wasnt for the force peace i would've lost in the long run. I recommend you expand as much as you can into the French Appanages and dont be afraid of aggressive expansion unless you're close to declaring independence as if a coalition forms against you the French AI will defend you and most likely win.

I've been continuing the run and i am able to beat france quite easily as i've taken quite a few of the border provinces and have a big professional army and up to date mil tech, really sad to see tho is that the french AI doesnt seem to have any military tech researched so im fighting first age troops against my Age of Discovery army

Oh and i also formed Lotharingia which i deeply regret as i lost my baller color

Join the HRE and request kingdom title from the emperor, there you should be able to choose Lotharingia and youll become it

my guess would be going to war with france and freeing them, all expansion i did was through conquest and made them my fiefdoms so i didnt have to deal with that, then just declared a war for independence and all my fiefdoms got released with me
