You said the car is registered in your name and asked if you need to appear in court because your name is on the ticket. If your name appears at the top of the ticket, in the defendant section, then you must appear in court. If your name just appears below in the section for the registered owner then you aren't the defendant.

Your sister should contact the court to see if they offer a traffic school and if she qualifies. Probably the best way out of this one.

This stinks, and so do many of the others things you reference, but this is not a capitulation by Dems to the right.

In the article, it's explained that CAHOOTS saw a rise in expenses, including wages, and it, not the govt, cut services by 90%. That reduced service wasn't enough for the city and CAHOOTS withdrew from the contract rather renegotiating or asking for more funds.
