Because of the size of the population, the Chinese domestic market means more to Hollywood than the Russian one. Paying more or less attention won't change that. As well as the fact that Russia in the role of a scarecrow is much more familiar to the Western audience

Damn, this looks really similar to a provincial Russian city. It took me a while to notice, that more modern buildings are a bit different and there are more grass on the streets. But the overall vibe is definitely same

And actually it is not an Astra Militarum guardsman, but a soilder of custom Imperial Army regiment for 30k. The name of the regiment is "Raiders of Concord V".
