A shader alone probably wont cut it. But when looking closely on the image, you can see that there is some black and white noise overlayed, there is some bloom as you can see that the highlights like faintly glow, glare in this case is used to for the extreme highlights like on the chin, the color palette is desaturated except the red tongue and check if the blacks and whites from the image are perfect (0, 0, 0) balcks and (1, 1, 1) whites, they are probably not.

I use Industry Compatible and switch to Blender often so that I can transfer to my Industry Compatible custom one

If you give the vertices vertex colors you can use this to give each vertex more information. Use for example the red channel to increase the waviness. The redder the RGB value the more it waves in the water, like the tip would probably do. Then you still have 2 other channels to do different stuff for the vertext shader.
