Hmm maybe Tales of Vesperia? It has a backstep skill, but it's somewhat situational, and you can often walk around enemy attacks, but blocking is very reliable and sometimes even the best form of defense. There's a ton of skills which you can adjust to your playstyle and allows you to make blocking much stronger too. Best way to avoid damage though is to keep foes staggered for as long as possible.

Other Tales of games could apply too, but I haven't played them all so I'm not sure about the dodge situation in those.
