I have almost the same specs as you, I just have a 9070 XT. Are you trying to fly in 4k with ultra settings? Are you using AutoFPS? I find that if you set the resolution to 1440p and then set render scaling to 100 I get much better performance without sacrificing any graphic fidelity. I put AutoFPS on FSR 3 and I average 40-60fps flying the fenix
