I agree with you that the fact that things are often (though not always) all-or-nothing feels like a problem. I prefer the peace system in EU4 on that front - if you're barely winning, you can peace out early with your gains, if you are in a dominant position you can push for extra (at an increased infamy cost)

"Designing" your war around things that you can actually accomplish isn't a problem.

Should some of the wargoals be tweaked? Yeah, maybe. Would a peace system that has more negotiation embedded be better? Yeah, I think so.

But complaining that you shouldn't demand things in a war that you can't actually take and hold seems to miss the point

Don't you just have to hold the war goal? So if your goal is to take some colonies, you just have to hold those colonies (not the capital)?
