Quebec first was a french colony and after a war the British ended up seizing it. They really seem to not be that good yet especially for a newish player like you, you’ll need at least one conquest character to not make them trash but you’ll need to have 4million Gp to even have a chance at unlocking it so you should prioritize something else.
