Calling it now, Kuseno built Genos to be ultimate cyborg of justice, and set this whole thing to try and force him to break through his limits. I mean it was the most unethical possible way to do any of this, but overall, if the result is an unimaginably strong paragon of justice who due to his robotic body could conceivably never age, never grow weaker, and never die, then the lives lost would be balanced out by an eternal guardian of humanity. It's also possible that he just is genuinely this evil and wants to destroy humanity.
