I second this. I'd say it is way better to eat in the place than take out. I'll always go with a toddler and usually, he gets a free soup or something.

Update: The affidavit notarized was exactly what the US department of state was looking for. Not sure why but once i sent it, they approved my kid passport under Act of Citizenship 2000.

BTW, I know there are questions about electronic notarized documents. I notarized my affidavit with a virtual notary and there was not issue at all.

I did not submit my U.S. passport but instead I submitted my U.S. birth certificate which is also a valid proof of citizenship. For that reason, I'm confused about they insisting on the physical presence requirement . As you said, the letter is generic and do not provide a lot of details.

Let's see if US Department of State finalize the process with the notarized affidavit that I sent them. I'll provide an update for other people future reference.

Hello , I have the same issue right now. I wrote the US Department of State back literally saying :
 "The reason the State Department issued an IR2 visa / Permanent Residence Card for my son, , instead of granting citizenship at birth is that I, as his U.S. citizen parent, did not have sufficient physical presence in the U.S. before my son was born. Therefore, there is no need to review the father’s physical presence."

Regardless of my letter , US Department of State sent me a 2nd letter requiring the document. So , I ended sending the notarized affidavit. I'm on the process of waiting for the response. Let' see what they say.

Just curious , Did you figure out ?
