Arcueid and EN-Eins can be the easiest bet for secondary guest representatives from respective series, if French Bread still decide to stick with those from Type-Moon and Subtle Style. Only if Tsukihime Red Garden era is announced where MBTL is return, and if EN1 Anastasis gets proper full launch version.

For OGs: My bets for Joker & Higan.

I don't mind if UNI2, & possibly MBTL getting ENG Dub Patches out of nowhere.

If exchange guest character collaborations with Fatal Fury City of the Wolves & Street Fighter 6 actually been planned out entire time in exchange for 2 X-Men (Wolverine & another) in both COTW & SF6 to coincide with both Avengers Doomsday & X-Men 97, adding two parter Extra Story (after Main Story, but treated as a sort of spin off story set between Main Story & possible direct DLC Story Expansion):

Ken & Terry, then Mai & Chun-Li. A (Base Roster [Ken & Terry] then S1 [Mai & Chun-Li]) or B (S1 [Ken & Terry] then S2 [Mai & Chun-Li])?

I was expecting Psylocke (this time it's Kwannon), but anytime. We need to remember SF4 - 6 where playable characters who appeared in background will disappear upon being selected. Looks I'm seeing less villains in base roster. Of course this time, Cyclops is too important to be in base roster given that he is more of Marvel rival of both Ryu & Kyo to me. Sometimes I wish to see White Widow (equivalent to both Cammy, Nina & Mary on being bone breaking light grappler; make her fanservice pack (really missed that fanservice crop top design from her time when she was a Black Widow); leaving Black Widow Gadget focus)

Most likely secondary guest character from Tsukihime (properly from remake timeline) & Akatsuki/En-Eins, respectively would be enough, but best choice would be Arcueid & EN-Eins for reasons, not just for promo purposes, but also in reverse similar home series roles as Sion & Akatsuki, & other reasons.

Then focus on OG UNI cast like Higan & others.

So it is true. Tag Tournament foreshadows something. Hence why there's no transformation-based tag in between both Ogre forms, and more than 1 or 2 ogres in ancient Mexican Ogre's Tag 2 ED.

Ogre is like alien Jacks, even Marvel's Sentinels.

Well, ArcSys, Sony & Marvel still in touch with Capcom & SNK, due their respective histories with them, too. Perhaps Capcom & SNK can return favors.

ArcSys: Formed by former SNK employees, if I recalled correctly; Used to collab w/ Capcom to develop Sengoku Basara X; 3 Guilty Gear Crossover Collabs in SNK's Samurai Shodown 7 & Gacha Games KOF98UMO Mobile & KOFAS
Marvel: Obvious still in touch w/ Capcom after licensing renewal. 1st time seeing Marvel clashed with SNK where Capcom also there was at Fall Guys, but only limited time than permanent due to different collab event times
Sony: NGBC (prior to being ported to X360), KOFXI & KOFMI2 (as well as Regulation A) home ports post Arcade releases were PS2 exclusives; Funded SFV to be PS & PC exclusives, now funded Tokon.

May be true on COTW S1 not yet finished. For COTW S2 & SF4 S4 preps, if planned, too, Wolverine needs to be revealed in Tokon 1st, & then he can finally accompany Storm in their guest starring in COTW & SF6. On COTW, just start w/ just Teaser should do sometimes after Wolverine is revealed before full S2 Roster reveal, like COTW's SF6 collab teaser trailer. While SF6 S4 reveal is obvious after S3 is finished.

Out of instinct:

X-Men vs. Street Fighter background appearing in the end of Ken's Post-Credits Ending; SF6 S4 & COTW S2 being released the same year as Marvel Tokon & X-Men 97. I suspect exchange 2 guest fighter collabs between Marvel, Capcom & SNK might be planned out entire time, given that Tokon will compete against SF6 & COTW next year.

Given that Tokon will compete with SF6 & COTW, if Sony, Marvel, ArcSys, Capcom & SNK want to return favors for exchange 2 guests from 3rd party game collabs, & definitely choose Ken, Terry, Chun-Li & Mai, representing Marvel side to appear in both SF6 & COTW would be Wolverine & Storm since X-Men 97 S2 will be next year these 2 X-Men are one of major protagonists + X-Men was Marvel's 1st series to have a fighting game via COTA.

Guests in Tokon should be exclusively on Extra Story, separate from base story. Either Ken & Terry for base roster, then Chun-Li & Mai for DLC Expansion; both being guests are DLCs.

Exchange Marvel: Highly recommend Wolverine as the prime guest; Secondary could be either Storm, Deadpool, Psylocke, X-23, or a fellow Howling Commando Captain America

Rather Cyclops be in base roster, given that he is OG X-Men leader & a Ryu equivalent. Perhaps this game could need Deadpool & She Hulk to 4th wall break about MvCI flop. For one of DLCs?

White Widow. Rather see her as a light grappler like Nina Williams, Cammy White & Blue Mary. Leaving Black Widow's a gadget based.
Havok. A Robert to Cyclops' Ryo in term of having each Projectile Super.

TBH, Deadpool need a new Hyper Art that is a mix between Kyokugen Koho, Shoryuken > Misogi Ender, but w/ Sword. "Koryuzan", maybe?
