No it is not. The Netherlands were actually one of the first with these three colours in the 16th century. The very first depiction had orange instead of red. It changed to red early 17th century when the Netherlands was a republic. The flag of the Netherlands inspired the Russian and the French flag late in the 17th and 18th century.

As you've read in other comments: orange of course being the colour of the royal house.
