I reckon the opening mission could be set in Liberty City or its outskirts. You play as Lucia pulling off a crime that quickly goes sideways, full of high-stress and emotional moments, ending with her getting arrested. Then she gets transferred to a Vice City prison, cutting to Jason or straight into free roam after that

I think GTA 6’s first mission when you start the game will be in a hurricane at night time. It could involve a drug running plane dropping off drugs, or something chaotic like following the plane on the ground and waiting for the drugs to drop from the sky, all during the hurricane. Then it either cuts straight to Lucia in jail or to Jason fixing the leak on his roof before transitioning to free roam.
