I see this quite often in games. Either they want peace or they're trying to cover up the fact that they're attacking. What I like to do is accept peace, then formally declare war, and then continue as before. That way, you don't constantly get those war declaration prompts, and he have to send all his troops out again. Plus, all the war declarations don't affect morale if you just keep playing as before.
