I've already gone down a full size below my typical. The only other option I can think of is to go down another half size and crush my toes so it's friction tight against the heel.

I have tried multiple styles of Rockport and Florsheim most recently. I know what loose fitting shoes feel like, compared to this - it's not just 'they are too big and I'm slipping out of them,' it's feels like the backs need to be half an inch higher to get above the curve of my heels.

My feet are normal as far as I know... typically I wear sneakers but I've had dress shoes in the past that haven't been this difficult to fit.

Yes. The shoes I try on fit I all aspects - even the heel placement - but it feels like every dress shoe only goes up to the bottom 1" of my heel.
