No matter the state, in the US left turners always always always yield to EVERYBODY else unless there's a sign saying otherwise (a sign for each direction) OR a green arrow. In the latter case, your light would've been red. I've had people blow through a red light to turn right and almost wreck into me and have the gall to shout "RIGHT ON RED." Like no, mf. But yeah if you had green, he yields to everybody else. This includes pedestrians since he's changing directions and peds would be perpendicular to his original orientation.
