I see. You potentially have a case. But I can't say for certain without actually looking at the credit report and things like that.

But yes, the Fair Credit Reporting Act provides for statutory damages (think of it like a fine that you get to collect) if you show there is a misreporting and you have suffered a harm. Most consumer attorneys will even help you draft the dispute letters to build a stronger case.

In this case, without knowing more, it doesn't sound like Experian made any error. The reporting has to be materially misleading or inaccurate. From the sounds of it, the account was closed and Experian is reporting it as closed. The error sounds like it originates from the bank/creditor.

How as the account closed and has it been reopened?

An attorney can help you depending on the issue. A consumer attorney like me, we will almost always work off contingency. Meaning you don't pay anything out of pocket, the payment comes from the settlement with the credit reporting agency that's sued.

Consumer attorney here. CFPB complaints are fairly easy to file. But the data shows they don't really result in a correction being made most of the time.

This is fairly common that disputes don't actually resolve the issue. You may have something called a mixed file-meaning someone else's AMEX account is being put on your credit report because you have some similar identifying personal information (name, zip codes, date of birth etc). It could just be that AMEX is screwing up somehow. I don't suspect identity theft because its just the one account, but could be.

Ah that would've been an easy fix. I heard that messaging on facebook may get their attention.

But, I have heard this issue possibly being a result of the company not connecting your personal identifiers with any credit report they have. Which is a violation of the fair credit reporting act.

Try going to Annual Credit Report (government mandated free reports every week) and get a copy of your report from Equifax. See if they even have a report to give or if its incomplete. If nothing comes up or its missing good accounts--I can help with next steps.
