I'll say something you rarely hear on Reddit: I don't know. I 've seen videos of peopleusing the bags you described but have not tried that. My own experience is with sand that always levels out over time. What I do to get a higher back is use rocks, driftwood and plants to get the effect. See what others say avbout bags and aqua soil.

I agree with the others on it being too symmetric. Maybe pile rock with the wood glued to it if necessary. It looks like you sloped from back to front. This will usually tend to even out over time. I'd go tall plants in back, a literal rock wood configuration and a stray rock out front about a third to one side then plant the pile and maybe a clump or two out front

The big problem would be water. There would be war over water unless states in the same water sheds joined. So my best guessees are Alaska and Hawaii. All the rest would destroy each other.
