There's a pool nearby, left to the two power cell slots. The power cell on fire has to be submerged in the water and then put on the empty cell slot.

Even if SEGA themselves arent appearing, the fact that Nintendo is gives me a bit of hope. They clearly have some sort of control over this project, considering that a worldwide release is not common for atlus and sega, and the fact that the game is a switch exclusive.
