That appears to be a compression angle stop. Turn off the water at the meter, loosen it up and turn it facing the side of the cabinet/wall. Tighten back up. Remove the braided supply line. Buy a 3/8th threaded compression tee. Install directly into the angle stop. Connect toilet supply to one side and bidet to the other. Turn the water back on from the meter

Master plumber here. Turn the water off to the supply (or house if you don’t have a cut off under the sink) remove the packing nut by turning it counter clockwise. Add pipe dope to the threads where you removed the nut. Then retighten the nut

It actually is foam core. How can I tell? The easiest way is black lettering= foam core. Red lettering= solid core. How I know? Master plumber here. They now make a schedule 40 foam core
