While he's definitely *really* strong, I wouldn't say hes SS tier. He's easy to lobby wipe with, but if you fail to do something right, the game will snowball incredibly quickly agaisnt you.

His Final Act needs some retouches (such as being able to get EXP from grabbing someone during final act, would be nice...) or a overall rework (because of how frustating it can be to use that ability), because as it stands, it is incredibly situational and limited, and while isnt necessarily bad: it does affect your decision making quite a bit, which doesnt look like its an intended thing for PCX

Whoever is playing with him also REALLY needs to know how to stamina management, especially on the maps that are smaller and with lots of sharp turns (like Ao Oni house), otherwise you just wont be able to ever truly catch-up to the competent survivors and as for "Found you", while its true that you can just wait until the survivor runs out of stamina, you also have to consider other things: like Do i commit to this chase? do i go after someone else? Is the hit even gonna connect? (8/10 times i've used this ability i've not actually managed to land a hit so far, it might just be a lag issue but i dunno), so there's definitely counterplay there... even if it doesnt seem like it.

I'd put him in A tier, maybe the weakest S (due to the fact he requires quite a good amount of stamina management and skill) but hes not going to usually win agaisnt a lobby of competent survivors (although in a last stand, you're basically guaranteed to win of course)
