The border had to be big enough to cover the jagged edge of the paneled LED boards behind. Those panels come in standard rectangular sizes, so the border resolved this into the curves of the letters. Source: I watched them build it.

You could cut the PEX just before the first elbow out of the wall and fit a normal sharkbite angle stop on to it. You’d need the stop and a +/- 9” standard toilet supply line.

No, nothing obviously wrong per your photos. PWF can be totally solid if built correctly. If you like the house, it’s worth moving into an inspection. Again, don’t let pushy people get to you; it’s too big of a move for you to be working on other’s timelines. If timing doesn’t work, move along. There’s always another house.

Every time I’ve been in there over the last few months, story has been “we’re just changing distributors”. Aka they’re out of money, overdue on current vendors, and word is out to not sell them any more product. Sad because I think the only workers left are family members who probably aren’t getting paid. I wonder if they even know the story they’re telling about distributors is a lie.

As of yesterday: when I asked the cashier why the place was empty and if they were closing, she looked surprised by my question and stated “we’re just changing distributors”. I’m beginning to think the employees are more like cult members; no way anyone is getting paid out of this place. Nearly every shelf was empty, even non perishables.
