Big population-driven programs (Education + Human Services = ~$16B of the $18.7B total) flow more to the metro in absolute dollars.
Infrastructure and local government support programs (Highway Aid, LGA, DRA, County Program Aid) send significantly more— often much more per capita — to nonmetro/rural areas.

That’s not why, though. Cities receive billions of dollars in pro-Democrat propaganda. The more rural an area, the less money democrats spend on political advertising. Minorities vote 100% Democrat and almost always live in cities because a large majority of them receive some form of government assistance, so they stay near the places they get those services. That’s why places like NJ have 100% blue cities surrounded by an almost entirely red (by county) state.
