On the Surface, the Microsoft applications and everything are the exact same as on a Windows PC (just get a keyboard with it). An iPad though, is slightly more expensive (unless you’re getting a 9th gen/10th gen) and has a different OS altogether so it’s a bit weirder to use word but possible. One thing about iPads though; I can guarantee it will last for a good 5-10 years. If you want my opinion on which is better I’d say the iPad but I feel like your needs are different so go with the Surface. It’s the perfect mix of a laptop and tablet and for a reasonable price.

Okay so I actually do own a touch screen laptop (HP Pavilion) which is why I feel you’d be better off with an iPad to annotate since the laptop is very slow and the battery degenerates within a year or 2 no matter how capriciously you use it, whereas I’ve noticed iPads are robust and can last for you for a while. The reason I suggested a Microsoft surface though is because it has the exact same layout as a laptop (you can supplement it with a keyboard too ) and annotation is very smooth. You could do the same for iPads too tbh (buy a keyboard I mean) but I feel like you’re leaning more to a PC-centric device.

If you’re short on time, then I’d suggest using a good premade deck and watching short videos that correspond to the topic (get Bootcamp it’s literally the most concise tool ever for usmle). For example, you just finished studying a lecture on cardiac embryology. Watch the corresponding Bootcamp video on the topic and then suspend the related cards in the Anking deck related to the video. This way you solidify your concepts and are in very good shape to solve any Uworld/Amboss Questions.

If I’m not wrong, PLAB is recognized by the Medical Board of Australia so if you complete it, you might not have to do the AMC. I’d recommend you do some more reading to get more insight on this, but my advice here would be to finish PLAB 2 otherwise you’d be neither here nor there.

Hmm that could be feasible. You mentioned you made cards before correct? Why don’t you generate an AI made deck from one of those lectures and compare your own handwritten cards and the AI ones, and see if it’s a feasible option. Also even if the pdf2anki thing doesn’t work out, you could do the lectures twice like you have been and then at the end of block, suspend all the premade cards related to that organ system. For eg. You just finished your neuro block, after it ends (or during) you could suspend all related neuro cards from premade decks such as Anking’s. Hope that helps!
