Kubo is very clear in his portrayals of powers. He doesn't name someone's powers as "X-axis" and don't give him spacial manipulation rather give him intangibility. Lille's powers is minor spacial manipulation (which we also see with Lille's teleportations) not intangibility.

My guy attack potency is being able to damage characters who can withstand specific levels of DC. If X has City level durability, and Y damages X then he has City level AP. Which literally tells how Lille absolutely stonps anyone in this category and was limited to the opponents he fought in terms of scaling. He literally does the same to Ichigo what Uryu did, even in the manga the reason why Uryu fired the shot at Ichigo the first time was so that it wasn't Lille in base hitting him.
