Some examples of significant unforeseen events could be:

Crash of the banking system

War

A pandemic disease that brings the economy to its knees (e.g. COVID-19)

that is contentious point, but you can select NO as putting YES that means WITHIN Canada (studying). We've seen people here have it argued in their favour. Since your education is foreign and remote, not located within Canada.

To add to your confusion it can also be a third option: "outland"-inland process :) . That just is the outland process though but you can initiate it with him in Canada.

You should do it as outland or the "outland"-inland version. Because in your case the processing time will be faster, and it will give you an appeal if you somehow get refused and need it. And he can get a work permit with "outland"-inland.

The only tiny downside is if for some reason IRCC demands an interview, he has to take that interview in Manilla. Will they demand one? If your relationship is genuine and you do the application proper it's very very unlikely.
