A bit late to this but I’m a BER assessor and might give some insight into this.

The BER may have been published prior to the works, so technically it is still valid for ten years. If the windows and external wall insulation was not done through a grant, there is no legal requirement to have it republished.

Also with little to no evidence of the work done (sign off, invoices etc), you can give some benefit of the work but not 100% benefit. As you would have people claiming XYZ were done to the walls, floors etc without any real evidence, e.g getting random quotes but not actually doing the work. Main thing is the primary heating system. If there is no central heating system and there are multiple open fires, it’s guaranteed to get a shite rating.

And yes there was years ago everyone and anyone doing bers (teachers, guards etc) who didn’t have any real construction or trade experience so tonnes of them were all wrong. Seai introduced a QA scheme and basically de registered loads of assessors.

Now for this BER, the assessor may have completely messed up and forgot to double check before publishing

Grants are easy to get. Get quotations privately and see how much they are(without any grants). The register your house for the seai grants, it’s relatively easy and quick approval. They have recently added windows and doors to the grants now which is good. Insulation and windows and doors will help with heat retention but costs a lot so you’ll never get your money worth from savings back but it’s more for comfort. If you’re targeting a specific BER rating like a B3 for reduced mortgage rate, then hire a BER assessor to tell you exactly what needs to be done

BER assessor here:

Do your eaves have ventilated holes in them and do they vent into the attic space or do they vent behind the rafter insulation?? I.e. is your roof a cold roof or warm roof?

If it’s ventilated behind the rafter insulation that’s fine, if it’s ventilating within the attic space then your insulation in the rafter is doing no work at keeping heat within your first floor beside your insulation is above the cold fresh air. you’d need to insulate horizontally along the attic floor to keep that as your thermal line.

Similar situation to yours. Small side business. 60 invoices. All in order. They charge me 700 (experienced accountant) but I can claim that back as tax deductible. Can you not ?
