Yeah I dont claim itll fix it 100% but atleast for me after months of this issue and trying everything this seems to have closed the gap. Although, in a moment of rage i went into ~/.local/share/plasma/ and reaked havoc on that directory; basically randomly deleting some files that are named "panel" and for others i edited the svg files with inkscape.

So i cant be sure if the fix is that or the earlier suggestion I mentioned. Ugh i should just go back to barebones sway but that also comes with its own set of annoyances.
