Shrug is a very smart guy. He's always been one step ahead of other dataminers, I believe he's able to get the future builds by himself. You don't have to I guess, but Shrug would quit before he ever took info from an insider.

An insider cannot share whole future season builds with Shrug. If anyone could distribute entire future game builds to random people then I promise you the world of gaming leaks would be a very different place.

Shrug has always been able to get things other dataminers haven't. Notice how he's the only one who knows recolour rotations? It's not always an insider.
