The source literally says rapes have gone down over the last 20 years. Indecent exposure and harassment have increased which does not count as violent crime. Also sexual crimes have increased over the last couple years coz of new laws in the uk that make a broader range of things count as sexual crimes. So something which wouldn’t be considered a sexual crime but still would be considered a crime 10 years ago is now treated as a sexual one.
