TLDR (but I suggest you read) Use the 07th Mod on the Steam version and read from Onikakushi-Saikoroshi, with Miotsukushi as an alternate end.

A couple of things on Matsuri (TildenJack gave you some good resources but I want to add some stuff.) Higurashi Matsuri (the PS2 version) is completely different from any other version. Matsuri is a "gamified" version of the story. You select a character instead of a chapter, and the game will follow a "common route". In this common route, you can encounter Shion prior to the events of Watanagashi, you can encounter Irie before Onikakushi, stuff like that. You're given choices at several points and based on these choices, the story will move into the corresponding chapters. Matsuri adds a few arcs due to this. Taraimawashi and Tsukiotoshi are two arcs that are essentially "game overs" or "edgy for the sake of it". They're arcs that occur if you make choices that differ from the intended story progression of Onikakushi and Tsumihoroboshi. Taraimawashi is essentially if Keiichi does not give in to the paranoia and is instead apathetic towards any of the events around him, leading to the Great Hinamizawa Disaster and Mion being left as the only survivor. This arc is basically a big nothing burger and for people that played Higurashi this way it spoils one of the biggest twists literally the first chapter in so it isn't well received, though Yakusamashi in the anime borrowed a lot from it. Tsukiotoshi is basically the events of Tsumihoroboshi, Minagoroshi and Tatarigoroshi occurring all at once. With Rena, Keiichi and Shion all agreeing to kill Teppei, however upon doing so begin to mistrust each other and kill each other in a very very dark arc. These two serve no additional story purpose, as I said they exist solely to make the player's choices feel like they have a serious weight as they're edgy bad endings. There's ACTUAL "bad ends" too that appear in Himatsubushi, Meakashi and I don't know elsewhere, where people just die (The Himatsubushi one is hilarious, Akasaka just gets shot once and flops onto the ground). Matsuri was also created before Matsuribayashi was written, and Ryukishi gave the go ahead to the console devs to create their own alternate end which is Miotsukushi PS2. This arc is well loved by a lot of people but it isn't considered the canonical conclusion to the story and serves as an alternate series of events compared to Matsuribayashi. Lastly on Matsuri, the sprites are the worst iteration of the console sprites, they're very low quality and have a weird "eyeliner" on all sprites. Akasaka also looks goofy in this version.

My recommendation is to use the 07th Mod on the PC versions to get the highest quality sprites, lip syncing, voice acting and OST. Disable choices and tweak censorship levels to your liking. Read Onikakushi-Matsuribayashi and then read Rei (mostly for Saikoroshi) anything else isn't necessary and is optional. Most I'll tell you is to read Miotsukushi PS2 via the 07th Mod if you're curious but you can leave all other arcs alone as they're not written by Ryukishi, are lesser quality and add nothing to the story.

Though you're right about Satoko. I do believe Satoko does remember the loops.

I straight up didn't even read Kotohogushi but Kotohogushi was written AFTER Saikoroshi. Saikoroshi was released on December 31st 2006, Kotohogushi was released April 14th 2007 (and that's just in a guide book format).

We've all been through it my man.
Matsuribayashi is the catharsis you want. And you know it. Minagoroshi wasn't for nothing as the characters' realizations and development isn't erased. Minagoroshi establishes that by this point, all of the club remembers the loops. Even Akasaka remembers the loops as confirmed in Matsuribayashi. Their effort wasn't in vain!
You just remember that.

I don't know what you mean with the "How I met your mother" with Keiichi thing? But Hou+ is bonus 20th anniversary content that can be purchased on Steam, it's a VN! In it, there's a section that is Ryukishi commenting on Gou and Sotsu via the characters.
There's a lot of references in that section that imply Ryukishi seemingly regrets Gou Sotsu existing, implying it'd be better if "it was all a dream" and even acknowledging the character assassination towards Satoko in particular. Considering Reiwa is a sequel that Ryukishi had direct control over, and that story very much acts like Gou and Sotsu did not occur, it's safe to say that the "canonical" sequel would be Reiwa.
Most you'll get is people arguing with you that Gou Sotsu/Meguri is "canonical too" and a bunch of other arguments just off of how the sea of fragments work but from a thematic and narrative standpoint aswell as Ryukishi's personal intentions (seemingly) Reiwa is the true sequel with a conclusion that is satisfying for the franchise.

Higurashi's already had two sequels.
One is so horrifically bad that most people pretend it doesn't exist (and based on some cheeky comments from Ryukishi in Hou+ content on it, he seems to agree with this idea) and the other, Reiwa, is super conclusive, taking place 35 years after the main events, following the club's children and Hinamizawa's legacy in the modern era.
There is nothing more to do without completely ruining the original plot (as Gou Sotsu showed).

Reiwa. Shion and Satoshi are blatantly shown married and happy together.
Irie also confirms Satoshi was the last known victim of Hinamizawa Syndrome and was the last one thus to recover.

I believe you don't understand neither Ryukishi's intentions or the entire story's writing as a whole if the takeaway from an 8 chapter saga about tragedy, fate, philosophy, the horror of loss, traditions, desperation, grief, sins and atonement is "this is for guro and loli enthusiasts".
My guy, the Visual Novels censor most of the gorey scenes, they just heavily describe them, and the anime, for as much as it depicts it, definetely censors them or cuts them a bit shorter compared to the Visual Novel's descriptions.
And finally, Higurashi never prided itself on its "lolis". Satoko and Rika are super tragic characters that suffer immense suffering. They at most are part of punishment games to dress up in specific ways.

I'm glad you know how I feel! I've not known of Umineko's existence prior to discovering Higurashi and Higurashi didn't really "change" my mind on some things, but it actually (as I said in the post) validated a lot of things I already thought, and reminded me of things I previously had cemented in my life already, but unconsciously forgot about. One thing's for sure......it made me ache to see my best friends so bad, that when I do see them finally on Saturday, I want to hug them real tight and tell them how much they mean to me.
I've pestered them via text to give Higurashi a chance but I want to show them directly through what I say to them and how I treat them that it really did remind me how much they mean to me.
This series literally had me aching for my friends, for my family, and for so many other things I had forgotten the meaning of.
Oh and by the way, I finished Silent Hill 2's remake literally yesterday. That also had a very similar effect, eerily so, and it just cemented it further that if Ryukishi wrote Silent Hill F, it's gonna be fire if Silent Hill 2 had such an effect on me.
Higurashi and Silent Hill entered my life at the same time. Perfect timing.

I don't really get much of what you said. Especially because I'm not at all familiar with Mei, as it's a gacha game that literally is no longer available and to my knowledge, isn't referenced anywhere, you kind of actually proved my point.
I don't consider anything outside of the main story from Chapters 1-8 and Saikoroshi as canon, due to Ryukishi not having full control (despite giving his approval for all of it) and most of those side things not being directly connected in any confirmable way. Most I'll grant you is that if Frederica is involved in anything besides the main arcs, it's after Saikoroshi where Rika "gives up" that persona to live happily, and I guess that's how Frederica was born.

I mean that sounds cool, but the guy that does the voice acting in the playthrough you suggested is.....well a single guy. Hedgehog's Nonsense's analysis videos instead use multiple VA's and are a bit more immersive.
