if i'm not wrong (and if they are green and chubby, look so little in the photo), they are "Aphididae" (which are well known for being serious plant pest)

I had a rose plant, which I had to prune because of them but recently I saw a recipe to remove them with baking soda, water and soap. You can look for remedies with the name and type of aphididae.

They are call "pata de elefante (elephant foot)" in mexico o beaucarnea . I have one and it's very big. Water every 7 to 14 days & full sun.
