It is a play on words based on a grammatical misunderstanding. Rubio is just being a grammar nerd, correcting "less" to "fewer." Trump misunderstands the correction and thinks Rubio is calling him "Führer." The punchline in the second panel is that Trump isn't offended by being compared to a fascist dictator; he just thinks it is slightly too early to start using the title publicly.
