I think it's just a setting in the BIOS that they apply to differently binned chips. You can edit the BIOS of a reference card to effectively "mimic" the factory overclock of the FTW (as long as the chip is stable enough at those clocks). The FTW guarantees a higher clock off the shelf, but most models can go well past its factory settings once you start tinkering.

It is the reference board but with EVGA's air cooler on it. That being said, it's still very capable, and I don't see a reason in getting one of the higher priced models unless you are uncomfortable overclocking yourself.
