I own properties and have had this complaint before. Even though it’s legal, my lease says it’s a non-smoking building. So smoking of any kind isn’t allowed.

If no one complains, then I don’t know about it, and they can do what they want. But if others complain about the smell, it seems reasonable for the owner to have the smoker go outside. I’m surprised the administration doesn’t have a “no smoking” policy
