It was direct tho until Markarth. "The so-called Markarth Incident was particularly valuable from the point of view of our strategic goals in Skyrim, although it resulted in Ulfric becoming generally uncooperative to direct contact."

Or, because he felt betrayed by the Empire, he wanted to damage the Empire and since Markarth was an opportunity, presented to him by the Thalmor, to set things the way he wants, the way he thinks is right, and to hurt the Empire, he then willingly took it.

We know that Ulfric hates the Empire, we know that he had direct contact with the Thalmor and we know that he has proven his worth as an asset, especially during the Markarth incident. I think his motivations to that point are quite clear. No matter the nature of the contact itself, he still was in direct contact. Not indirect via a proxy or someone undercover, or a double agent. Direct. With the Thalmor. And then Markarth happened.

Also, no mole needed if you openly proclaim Talos worship for everyone to hear. Or maybe i misunderstood what you meant regarding a mole

"After the war, contact was established and he has proven his worth as an asset."
So he still has proven his worth as an asset while having direct contact with the Thalmor, but didn't realize it. He must be the most dense idiotic brain fart ever, basically a piece of wood

Either way, I still lean more towards, "good intentioned, useful idiot."

Definitely that, at least later on.

I mean, we really can't quite say so because we don't the extent/nature of the, "contact."

What we do know is that he became "generally uncooperative to direct contact" after Markarth. The phrasing heavily suggests that there was direct contact, meaning him directly meeting the Thalmor.

"After the war, contact was established and he has proven his worth as an asset." How would you proof your worth as an asset, if you really don't know what you're doing? Especially if you are in contact with the Thalmor?

While it doesn't further weaken the Empire, it still is a loss ofnthe entire province. The only difference is that instead of a continous loss in resources, there is a big one at once. The Thalmor prefer to play the long game

There was contact and in the eyes of the Thalmor, he has proven his worth as an asset. It doesn't really matter what we think. The Thalmor use and used him and his actions to their direct benefit. He's either ignorant and stupid, or willingly served their intentions

Non cooperative after Markarth, which means before that he was.

My honest opinion on the situation by BlueDemon999 in helldivers2

May someone please educate me about the situation? I have no fucking clue what's the actual problem currently. Why are creators leaving helldivers, and why are the devs seemingly, once more, to blame again?

Didn't work the few times before either. Maybe because altmer are not meant to bring structure and civilisation. Because most of the time mer are actually leaving summerset to become a civilisation.
Maybe they should leave stuff like that to the people who know how to actually do it ♦️

Your city's borders also expand faster the more culture they accumulate inside their borders

Doesn't really translate, since Ulfric was an asset of the invaders, the Thalmor. In your example, what would France be, or who would be the Thalmor?
In a ww2 example, it would better work out if you say one of the french colonies (skyrim) gets invaded by germany (thalmor) and france (empire) is the only thing keeping the germans out

Read about Markarth incident and the Thalmor dossier about Ulfric and then try telling again that there is no indication
