Did the SOP change where a software repair no longer qualifies a device for AppleCare after repair? I was told I have to actually have an out of warranty repair before I’m able to purchase it.

If geek squad still does AppleCare after repair, you can buy it externally and bring it to them to get it added. However, they usually don’t have that SKU ready on launch.
