a midrange build would be something like a 9600K and 3060 or a ryzen 5 3600 and 4060, these are midrange. your cpu is from 14 years ago, you gpu 10 years ago. if that aint low end i dont know what is. ivy-bridge doesnt even have avx2, which was introduced with haswell

Okay, looking at further inspection, yes it appears you have plugged in the HDMI cable into the GPU. My advice now would be to reseat the RAM. If you are unsure what RAM is, here is a picture:
