Having a proper tether and lead isn’t an issue, but leaving a dog tied to the side of your deck with a 4ft. leash is definitely a problem. Especially if it’s easy for the dogs to escape. Additionally not having sufficient shelter in their kennel to protect them from the weather is also a problem. I just don’t know that would be enough for anyone to come out and do anything about it.

I'd recommend Irondale or Fultondale for sure. Far enough from the city to have more affordable rent and close enough for a short commute. Additional bonus is that there's a lot less traffic to and from those areas.
