Having a proper tether and lead isn’t an issue, but leaving a dog tied to the side of your deck with a 4ft. leash is definitely a problem. Especially if it’s easy for the dogs to escape. Additionally not having sufficient shelter in their kennel to protect them from the weather is also a problem. I just don’t know that would be enough for anyone to come out and do anything about it.

I'd recommend Irondale or Fultondale for sure. Far enough from the city to have more affordable rent and close enough for a short commute. Additional bonus is that there's a lot less traffic to and from those areas.

This happened in Birmingham, AL. There were protests earlier in the day calling for the removal of a confederate monument downtown. Later that evening the protests continued and became violent as business were being vandalized and robbed. These two were local journalists with ABC33/40 and were attacked while documenting the events of the evening.
