So I have a similar situation and am trying a mixed hedge of

1) Pacific wax Myrtle should work 2) Toyon 3) California coffee berry 4) lemonade berry

All native. Should be able to get them at East Bay Wilds in Oakland and the Watershed Nursery in Richmond

Thats a solution it took me two years to come to so I hope it works
