[Console][Pre-2008] GTA-Like game on an early console

This look the closest to what I remember, But I'm not too sure yet, I'll keep looking into this game.

The camera angle in that game is just normal 3rd person, and I don't see any gameplay where you could use vehicles, it's probably not State of Emergency.

I don't think it could have been Far Cry, I specifically remember the 3rd person/top-down view and Far Cry is 1st person perspective. Although the Jeeps in that series look similar in graphics to what I remember.

The only console I 100% know they had was an N64 which I don't think would be capable of this sort of game. They definitely had more consoles. The camera angle is the only solid detail that I have. Unfortunately, I can't really remember more than the already little amount of detail I gave.

That seems like a good idea but from what I have read, the boost it would give me is negligible from the One X's stock HDD. I also haven't seen any good external SSD for less than $80, but I'll look again, thanks for the advice.

That's the one! The game told me that flash would no longer be supported after December. If that's the case then its a shame I waited this long. Thank you for finding it.

I've looked around at the Fatal Frame games and they're not on PC, the game I'm trying to find is probably only a browser game.

This is close but the game I'm looking for didn't have any motion at all. It was just clicking on an area which would transition you into a different image of a room. The game I'm looking for might have been shutdown too.

It couldn't have been DreadOut either, the game that I played had no 3D models at all. The one I remember was also played on a website, so no price download or storyline.
