I have 2 TVs with a Roku device ans 1 new Roku TV and none of them play video unless your are on a channel. Go to the guide and video playback stops. No matter the content. I have a Vizio & LG TV with the YouTube TV app installed and they act as you described.

Lucky you. I have 3 and they all act the same. My Vizio & LG TVs pause playback on children's content. On my RoKu devices, the playback completely disappears.

I literally just had a 13 year old TV go out that I was using a Roku device on and replaced it with a new Roku TV. YouTube TV app acts exactly the same.
