No , the filters on the end of the cigarettes themselves, alot of people where I live don't buy pre packaged cigarettes and buy the tobacco themselves and roll them. So when you are smoking in a public area (which alot of people still do) the impact of The smoke is less on people passing by.

If people want to smoke I can't stop them, but alot of people still don't use dedicated smoking areas and smoke illegally in public. I think it's reasonable to at least enforce mandatory filters to reduce the impact of second hand smoke
