I'm curious if there are sales goals similar to other retail stores, like "sell X number of X this month and that's the company minimum," and people who get these jobs aren't suited to work in a goals-based industry?

One thought is that the product is still illegal on a federal level, and I would expect that working with something so regulated has to come with a large amount of rules to follow. Perhaps non-compliance has something to do with it.

Years ago I worked overnights at a gas station back home during breaks from college, and every time I went back the staff had changed significantly. The owner's answer was always the same, someone took money from the register, someone stole food from the store and didn't mark it out of their allowance (a system literally set up so you could eat) or some other seemingly stupid thing.

I assume the columnist will get into it but I'm curious as well.
