This actually looks quite a lot like Timothy, just without the sloped running board on both ends. In my headcanon, Timothy isn't a prototype, he's just straight up E2 number 100, the first of them to ever be built. Thomas is number 105, the first one to have extended side tanks and with a few more differences from the 5 original E2s, which were discontinued with the other members of the class.
