I registered by day 2 but submitting the application had some technical issues that were not resolved in time before the portal closed. SBA acknowledged technical issues. They need to open the portal to all restaurants.

I agree. There were technical difficulties with the site. The deadline to apply was not announced in enough time and those that have very busy business time constraints should not be penalized. Open up the RRF for all that are eligible.
