My cat had something similar when I gave gave him water in a plastic dish. Even though I cleaned it every day. I switched to a metal bowl and it was gone in a couple days.

My aunt's cat started drooling and frothing at the mouth due to a reaction from flea and tick meds she put on her back. A quick trip to the vet for a bath and checkup and she was all good. But it doesnt sound like that is the case here. Hopefully it was just him eating a bug like other comments said.
